Surge during pandemic brings record number of members, volunteer hours

Poughkeepsie, NY … Dutchess County Executive Marc Molinaro announced the Medical Reserve Corps (MRC) of Dutchess County has registered its 1,000th member, thanks in great part to more than 500 volunteers who joined during the COVID-19 pandemic to serve the community in many vital roles and who will continue to provide the County a great resource, moving forward, assisting several departments in their critical mission of protecting local residents.

During a period in which Dutchess County has seen possibly its greatest need for volunteers ever, the MRC of Dutchess County – which supports the County’s departments of Emergency Response and Behavioral & Community Health (DBCH) when responding to incidents of all kinds – has surged in membership, topping 1,000 volunteers after finishing 2019 with 488 members.

County Executive Marc Molinaro said, “While our community has faced these unprecedented times, we’ve also seen an unparalleled spirit of service, exemplified by the deluge of residents looking to assist their County as Medical Reserve Corps volunteers. These MRC members have played a critical part in our ‘Dutchess Responds’ effort to keep County residents safe and healthy during the COVID-19 pandemic. The selflessness of Dutchess County residents has always inspired me, and I thank the 1,000+ men and women whose volunteer service through the MRC protects many in our community.”

The MRC of Dutchess County is part of a national network of volunteers, both healthcare and non-healthcare professionals, dedicated to supporting public health infrastructure and disaster preparedness and response in their local communities.

Illustrating the importance of Dutchess County’s MRC members, they recorded 4,200 volunteers hours in 2019, a record at the time; as of earlier this week, MRC volunteers this year had logged nearly 5,000 hours, already surpassing the 2019 total in less than six months. According to U.S. Bureau of Labor Statistics calculations, MRC of Dutchess County volunteers’ service equals $138,000 in economic value to the County so far this year.

MRC of Dutchess County volunteers have been active in the County’s response to COVID-19, including:

  • Staffing more than 250 shifts at Dutchess County’s Coronavirus Call Center totaling more than 1,000 hours;
  • Delivering groceries and/or medication orders to those in isolation as part of the Dutchess Responds relief effort;
  • Assisting in monitoring and testing hundreds of individuals exposed to COVID-19;
  • Volunteering to train and staff Dutchess County’s Recovery Center at Dutchess Community College;
  • Volunteering and training to become contact tracers, helping Dutchess County and the Hudson Valley region reach Phase 1 of the re-opening process as quickly as possible;
  • Training to assist in the Medical Examiner’s Office;
  • Making medical rounds at the County’s homeless shelter to homeless in isolation;
  • Assembling more than 10,000 pairs of goggles, face shields and Personal Protection Equipment (PPE) kits; and
  • Assisting with a number of other logistical operations and in the Emergency Operation Center.

MRC volunteers are active and vital throughout the year, not just during the current pandemic, assisting the County at Office for the Aging senior picnics, citizen preparedness trainings and healthcare drills, among other activities. Members also take part in engaging trainings and seminars throughout the year.

COVID-19/Coronavirus Update June 19 Public Forum

  1. COVID-19 Counts:  There are 7 active cases of COVID-19 in Beacon. Social distancing works. Keep it up.
  2. Phase Three:  We expect the Hudson Valley to enter Phase 3 Reopening this Tuesday the 23rd.  Social distancing and/or face covering remain in effect. You will see more and more Main Street businesses extending SAFELY onto sidewalks and parking spaces. Let’s all do our part to make this work.
  3. June: It’s a busy month – Flag Day, Emancipation Day today (Governor Cuomo declared it a State holiday), Father’s Day this Sunday, plus graduations.  Enjoy them safely. 
  4. Peaceful Protest: The City is aware of a peaceful Black Lives Matter and Juneteenth march today at 6:30 pm, from Main and Route 9D to Memorial Park.

  • In today’s (Wednesday) press conference, Governor Andrew Cuomo confirmed that our region is on track to enter Phase 3 on Tuesday of next week. Phase 3 guidance for the food industry and personal care service can be found HERE.
  • Governor Cuomo also announced he would stop his daily press briefings after this Friday (6/19) and move back to a similar schedule of briefings that was in place before COVID-19. We will continue to monitor his briefings and update you with any relevant information.
  • The Small Business Administration today released a three-page “EZ” Paycheck Protection Program loan forgiveness application requiring less documentation and fewer calculations than previously required. Form 3508EZ applies to borrowers who meet any one of these three criteria:
    1. Applied for the PPP loan as self-employed, an independent contractor or a sole proprietor with no employees.
    2. Did not reduce salary or wages for any employee by more than 25%, and did not reduce the number or hours of their employees (excepting laid-off employees who refused an offer to return).
    3. Did not reduce salary or wages for any employee by more than 25% during the covered period and experienced reductions in business activity as a result of health directives related to COVID-19.

Molinaro Provides Latest Updates during COVID-19 Online Town Hall

Poughkeepsie, NY… In his most recent online COVID-19 Town Hall, Dutchess County Executive Marc Molinaro today highlighted Dutchess County’s continued success in the fight against COVID-19; discussed the latest updates in the “Restarting Dutchess” reopening process; and answered questions from citizens as they viewed the event on the County’s Facebook page. Highlights from the online Town Hall discussion included:

• Molinaro reviewed Dutchess County’s most recent COVID-19 data posted on the County’s COVID-19 data dashboard:

o 4,075 total confirmed cases
o 47,245 tests completed
o 421 current active cases
o 18 hospitalizations
o 147 deaths
o 3,487 recoveries

• The Dutchess County Department of Behavioral & Community Health (DBCH) recently completed the transition to the New York State-wide CommCare Contact Tracing system, phasing out the previously used contact tracing system. In verifying cases to be transferred to the new CommCare system, a significant number of significant number of cases have been updated as “recovered” or have been removed from the active cases count. The active case count will continue to decline over the coming week as cases currently classified under “pending address confirmation” are closed out.

• Dutchess County Clerk Brad Kendall joined Molinaro to share an update on this week’s reopening of the Poughkeepsie DMV office. The Poughkeepsie DMV office is now open for in-person license, permits and non-driver ID transactions by appointment only. More than 125 customers were served on Monday, June 15th, the first day of operation, in addition to the hundreds of mailed transactions that are completed each week.

• The County Executive discussed updates on many issues he has been advocating for, including:

• New guidance permitting visitation at residential group homes and hospitals. Following strong advocacy from County Executive Molinaro to the New York State Office of People with Developmental Disabilities (OPWDD) to allow visitation for families with loved ones living in residential group homes, the State announced this week visitation would be allowed starting Friday, June 19th subject to state guidelines.

• Following the call from county leaders across New York State, it was announced earlier this week that low-risk youth sports, as well as adult recreational leagues, would be allowed to resume. Teams may resume practice in regions during Phase 3 — the Mid-Hudson region, including Dutchess County, is on track to begin Phase 3 on June 23rd — and games/competitions can begin July 6th.

• Dutchess County anticipates entering Phase 3 of the “NY Forward” re-opening process on Tuesday, June 23rd. Businesses and activities, in addition to the low-risk sports as noted above, that will be permitted to move forward in Phase 3 with limited capacity and proper social distancing protocols include:

o indoor seating at restaurants;
o food trucks and concessions; and
o personal care businesses, including tattoo and piercing facilities, appearance enhancement practitioners, massage therapy, spas, cosmetology, nail specialty, UV and non-UV tanning, or waxing.

• Additionally, it was announced this week that the size of gatherings can increase from a maximum of 10 people to up to 25 people in Phase 3.

• County Executive Molinaro congratulated Barrington Atkins who was sworn in this afternoon as the newest member of the Dutchess County Legislature representing District 10 in the City of Poughkeepsie. Mr. Atkins was appointed to the seat by the City of Poughkeepsie Common Council following the passing of longtime legislator Barbara Jeter-Jackson in May.

County Executive Molinaro will host the next COVID-19 Town Hall on Friday, June 19th at 2 p.m – the event will be on location in the Village of Rhinebeck, highlighting local efforts to creatively expand outdoor dining space options.

As with all previous online town hall forums, the June 19th event will be broadcast live on the Dutchess County Government Facebook page, and American Sign Language interpreters will translate the conversation.   • In yesterday’s press conference, Governor Andrew Cuomo said hospitals and group homes will be allowed to have visitors enter their facilities. The facilities must still follow social distancing guidelines, and it is up to the discretion of the facility to determine if visitations will be allowed. The facilities must notify the state they intended to allow visitors prior to allowing visitations.
  • Governor Cuomo also clarified that nursing homes are not included in the group home decision. The state is currently studying data from the hospital pilot program, and a determination on what restrictions can be eased on nursing homes will be made at a later date.
  • The state has officially prohibited overnight children’s camps from operating this season in New York State. The statement from the State Health Commissioner can be found HERE.

New York Gov. Andrew Cuomo holds a press briefing on the coronavirus outbreak

New York Gov. Andrew Cuomo is holding his daily news conference Tuesday as the state pushes further into reopening and protests over the killing of George Floyd in police custody continue to draw thousands of people together in cities across the U.S.

On Monday, Cuomo updated guidance for the state’s phase three reopening, allowing gatherings of up to 25 people. Cuomo said the state, which has seen a decline in infections, is now concerned that people will travel to the state from areas with increasing case numbers.close dialogThe top moments in business and politics – wrapped with exclusive color and context – right in your ears

New York state reported its lowest level of hospitalizations and lowest number of deaths on a three-day average since mid-March when the Covid-19 outbreak began. However, Cuomo said his office has received over 25,000 complaints from New Yorkers concerned about crowds gathering at restaurants and bars.

The coronavirus has infected more than 383,900 people in New York and more than 2.11 million people in the U.S., according to data from Johns Hopkins University.
